First, the current Tiki 9LTS version is 9.11. You may be experiencing problems that have already been fixed. I would upgrade to the current version first, before expending too much effort trying to track down issues on older versions.
Your 9.6 and 7.1 links are showing Server 500 errors. This normally means that something is wrong in your server setup or HTACCESS file. You should review your server logs to determine the exact problem.
I assume that you've run the Tiki Server Check on your system and confirmed that it meets the minimum requirements, right? Have you tried increasing the PHP memory available? See "My Site Shows Blank Pages" in the FAQs for details.
