First... please note that version 3.2 is quote old and no longer supported. I highly recommend using a current version.

Q1: How do I set the pages to all be forced to have a Category? Can this be done?

Yes, use the Force and limit categorization option. Please see the docs for details.


Q2: I COULD NOT GET THIS WORKING. If I set "Default category assigned to..." for "Management" group to category "Management, ALL pages new OR edited seem to get category "Management", even if they were General category before. Is this a bug? Is this the expected behavior? Is the behavior I want possible to configure in ver 3.2?

I believe this is the expected behavior (since your specify the default) — it will change the page's category to match your setting. However 3.2 is so old, this may have changed in the current release. I suggest reviewing the release notes for the subsequent versions to see what's changed.
