I am wondering if there is a command line interface/api that supports the scripted creation of web pages within the page hierarchy (my previous experience was with confluence wiki, which let one specify a page title, parent, space and content to add pages automatically)

Not that I'm aware of. However, if you're using Tiki structures to create your page hierarchy, you can create multiple pages at once, when initially creating the structure. Please see the docs for details. You might also find my primer useful.

Are there different "spaces" available with different permissions

By using Tiki Categories, then assigning specific groups different permissions to different categories, you can easily segregate who can see what. Tiki has an extensive permissions model. Please see the docs for full detail.s
