Ahh yes... that makes sense. In order to know the structure (that is, previous and next wiki pages) as well as the children and parent pages, the group (that is, global) permission must of course have tiki_p_view.

Sorry, I didn't realize that you were overriding with page-specific permissions. This is actually quite useful — I use it all the time. You can have specific pages in a single structure that are visible only to specific users. This way, you maintain only a single structure, but different users see it differently!
